MARK COLVIN: Clean drinking water is something most Australians take for granted but there are 23 small towns in Tasmania where the water isn't safe to drink. Some of them have problems with malfunctioning water treatments plants, others don't even have treated water. One of the towns affected by the boil water alerts is Scamander on the state's east coast. And local tourism operators are so frustrated they have stopped paying their water rates.
